Trump’s biggest climate rollback stalls over fears it will lose in court

Trump officials have delayed finalizing the repeal of the agency’s “endangerment finding” over concerns the proposal is too weak to withstand a court challenge.

The key problem is that it's been put together by Travis Fisher, who is the Cato Institute lead in blocking renewable energy for the benefit of the fossil fuels industry, and promoting "abundance" in place of cheap renewables. He brought in a bunch of climate denialists who openly said that their goal was to "call into question" the science, rather than go where the evidence led.
