Hate to disagree with you, but openning and shutting some locks and/or spillways isn't all that difficult, and you would be amazed how often lakes and rivers swell and go down, just from a major rainstorm or two nearby or upriver. The wildlife, for the most part, doesn't care.

Article written in Brittain goes so far as to villainize public transportation(although, if its good enough for public school kids, it should of course be good enough for private school kids...). Bold strategy, Cotton.
Meanwhile, if you or I tried to have our kids ride public transportation in place of a school-bus in the wrong location/situation, CPS would get involved. The 2016 federal IMPACT law didn't go far enough.
